Every year families accept a Round 1 allotment they are not happy with, because nobody told them what Round 2 and Round 3 usually do to the closing mark. This page shows the actual round-on-round movement for the Tamil Nadu government-quota MBBS list, college by college.
Seats do not vanish after Round 1. Candidates who upgrade to a better college release the seat they were holding; candidates who take an All India Quota seat release their state seat; candidates who never report forfeit theirs. All of that flows back into the next round's matrix. The result is a closing mark that drifts down at most colleges — sometimes by a fraction, occasionally by a lot.

Movement in one admission year is evidence, not a promise. The size of the drop depends on how many candidates in that year's list also held All India Quota or deemed offers, and that varies. Treat these numbers as the realistic range of movement, not a prediction for your rank.
If you join in Round 1 you can still be considered for upgrade in the next round in the manner allowed by that year's notification. Surrendering a seat outright to gamble on a later round is the risky path, because the seat you release is immediately offered to the next candidate.
No. Most colleges soften slightly, some hold firm, and a college that had unusually low Round 1 demand can close higher later once candidates realise a seat is available there.
It is the final round, conducted after the regular rounds, to fill seats still lying vacant. Rules on who may participate are tighter and are notified separately for that round.
